2026 Opioid Settlement Grant Information

HealthierJC is pleased to announce the opening of applications for the 2026 Opioid Settlement Grant. Funding is available to organizations that create programming for Jersey City youth, ages 8-24.

Programs must be designed to prevent opioid misuse, improve mental health and strengthen resilience and protective factors among young people in Jersey City through Science, Technology, Engineering, Arts, and Mathematics (STEAM) / Science, technology, engineering, and mathematics (STEM) with a mental health component.

Programs must use evidence-based strategies, aligning with federal agreement guidelines, called Schedule B. See the Schedule B here.

GRANT TIERS

There are three different tiers for the grant: up to $50,000 for a full year of programming (starting January 1, 2026 – December 31, 2026); up to $30,000 for the 2026 school year (January –June / September– December) and up to $10,000 for summer programs (July and August 2026)

REVIEW PROCESS

The grant review process will be conducted by an independent committee using a rubric that evaluates curriculum quality, program design, accessibility, organizational capacity, staff qualifications, budget reasonableness, and measurable outcomes. Programs must also demonstrate a social equity lens, ensuring services reach Jersey City youth most at risk.

YOUTH SERVED

To reach the population most affected by the Opioid crisis, the grant will use HUD income guidelines. The form helps us to identify and document the population being served without bias. Each grantee is required to collect the information from their program participants and submit the forms. To respect privacy, we do not require full names or street numbers. Last names and zip codes are required on the form. Summer grantees may use zip codes alone to determine similar information. All grantees must submit sign-in sheets with their reports.

REPORTING

Programs are required to submit regular reports before program reimbursement will be made. Reports must align with the federal Schedule B (Download here). Grantees will be given a reporting form. Reports must be approved before reimbursement is issued.
